Barriers and challenges to inclusion in Brazil: instruments of Law & Technologies for transforming social digital reality

The research project involves the study of issues of digital inclusion and opens space for the development of innovative solutions within the future of the research agenda in Internet law and new technologies in Brazil, with special reference to issues still pending in the context of interpretation and application of treaties and internal laws, as well as in the development of the theme of digital transformation, confrontation of disinformation and hate speech, and related public policies.

In Brazil, where social and digital inequalities still persist, this project seeks to deal with effective access and educational policies that allow the citizen to fully develop identities and enjoyment of fundamental rights in the knowledge society. In a context where there is no concrete plan or project to reduce the levels of “digital inequality”, representative of countries in the Global South, such as Brazil, which would be essential to foster structures of the digital economy, the research proposed here represents an opportunity for intervention in social reality. Therefore, in addition to initiatives to promote culture and promote the Internet as a social tool, through the promotion of socioeconomic inclusion, this project seeks to support proposals to reduce inequalities in access and use of information and communication technologies (ICTs) and stimulation to the production and dissemination of national content.
