Director at the Institute for Internet and Society Research (IRIS). Holds a Bachelor of Laws degree from the Federal University of Minas Gerais. Member of the Advisory Council of Anatel (the Brazilian National Telecommunications Agency). Serves on the Permanent Committee on the Right to Communication of the National Human Rights Council (CNDH). Fellow of the Oxford Media and Policy Summer Institute, Cohort 2024. Fellow of the 16th edition of the European Summer School on Internet Governance (EuroSSIG). Fellow of the ICANN76 Fellowship Program. Co-author of the books “Digital Inclusion as Public Policy: Brazil and South America in Perspective” (IRIS – 2020) and “Transparency in Content Moderation: National Regulatory Trends” (IRIS – 2021).
