Marco Civil, Technology Clusters and the Public Administration

Description: The project investigates the main legal and institutional issues concerning the application of the recently passed Marco Civil Bill of Rights in the context of technology clusters, high tech enterprises and Public Administration Entities in the State of Minas Gerais, having qualitative and theoretical studies on Global Internet Governance as methodological basis. It aims to offer theoretical and practical subsidies to answer aforementioned issues, building parameters for the proper observation and application of the Marco Civil Bill of Rights and advancing on the research agenda for research on Internet, Technology and Intellectual Property Law on both global and domestic levels. A special emphasis must be given to Privacy and Data Protection; Net Neutrality; Freedom of Business Models; Digital Democracy and Social Participation in Public Policy. In a far reaching manner, this project creates interaction between Public and Private Spheres for the regulation of the Internet, as a subject of little discussion in the field of Law. The State of Minas Gerais and the City of Belo Horizonte retain a special relevance when it comes to high tech and information technology industries, offering examples of digital transparence and participation of users and communities on the Public Administration. Belo Horizonte is also considered to hold the Brazilian ‘Silicon Valley’, thus being considered one of the main innovative IT clusters in Brazil. This research project, therefore, allows for scientific and technological contributions of significant social impact.
